Nebraska Good Life Districts: 2.75% State Sales Tax at Avenue One and the Rules in Gretna, Grand Island and Bellevue
Nebraska Good Life Districts: 2.75% State Sales Tax at Avenue One and the Rules in Gretna, Grand Island and Bellevue
A Nebraska good life district (GLD) is a designated area where the state sales tax rate on certain sales can be lower than the statewide rate. The rate on a receipt depends on exactly where the sale physically happens and whether the retailer has joined the program. As of October 26, 2026, only one district still reduces the state rate: Avenue One in Omaha. Every other district, including the ones in Gretna, Grand Island and Bellevue, charges the full 5.5% state rate.

How a Good Life District Changes the Sales Tax
Nebraska's state sales tax rate is 5.5%. A good life district can reduce only the state portion of that rate, and only for qualifying sales. It does not replace local sales taxes. Nebraska has 93 counties and 528 municipalities (cities and villages). A city or village that imposes its own sales tax still collects it inside a district, so the final rate on a receipt is the state rate plus any local rate that applies.
At Avenue One, the reduced state rate has two conditions:
- The sale must physically occur inside the district.
- The retailer must have elected to be a Good Life District retailer.
Certain property is excluded even when both conditions are met. The reduced rate does not apply to aircraft, ATVs, barges, motor vehicles, motorboats, railroad rolling stock, semitrailers or trailers.
Current Status: Only Avenue One Keeps 2.75%
Avenue One in Omaha (GLD 801) is the only district where the state rate stays at 2.75% instead of 5.5%. Since October 1, 2025, the reduced rate has applied only here, to qualifying sales by electing retailers. (Before that date it applied in every district.) Every other district returned to the full 5.5% state rate on the same date under LB 707 of 2025.
| District | City | State rate on qualifying sales (from October 1, 2025) |
|---|---|---|
| GLD 801, Avenue One | Omaha | 2.75% for electing retailers, for sales inside the district |
| Nebraska Crossing Village District | Gretna | 5.5% |
| Operation Grand Island Goodlife | Grand Island | 5.5% |
| La Belle Vue | Bellevue | 5.5% |
Other districts appear in the Department of Revenue's rate file. Each one returned to 5.5% on October 1, 2025, so check the Department of Revenue before assuming any district still reduces the state rate.
What Changed on October 1, 2025
The rules before and after this date are easy to mix up, so here is the sequence:
- Through September 30, 2025: The state rate was 2.75% inside a GLD and inside city limits. Outside city limits, the state rate was 5.5%.
- October 1, 2025: LB 707 of 2025 returned every district except Avenue One to the full 5.5% state rate. Avenue One kept the 2.75% state rate for electing retailers.
- Never took effect: LB 1317 of 2024 planned a 2.75% local option rate for Avenue One and Nebraska Crossing. That rate did not take effect, so do not price or file as though it applies.
Gretna, Grand Island and Bellevue
Each of these cities has a district, and none of them currently reduces the state sales tax rate. Local rules still matter, and they differ by city.
Gretna: Nebraska Crossing Village District
Sales in the Nebraska Crossing Village District returned to the full 5.5% state rate on October 1, 2025. The 2.75% local option rate that LB 1317 of 2024 planned for Nebraska Crossing did not take effect. If the City of Gretna imposes a local sales tax that applies to your business, it adds to the state rate. Confirm with the City of Gretna before you set up your point of sale.
Grand Island: Operation Grand Island Goodlife
The state rate in Operation Grand Island Goodlife is 5.5%. Grand Island also had a separate 2.75% district occupation tax. That tax ended September 30, 2025, under City of Grand Island Ordinance 10,029, dated August 5, 2025. If your records show this tax from earlier periods, or you are unsure whether you still owe anything, confirm the status with the City of Grand Island.
Bellevue: La Belle Vue
La Belle Vue in Bellevue charges the full 5.5% state rate. Check with the City of Bellevue about any city sales tax or other local charges that apply to your business at a specific address.
How to Check an Address
District boundaries and rates are address specific. Do not rely on a city name or on what a neighboring business charges. Use this process:
- Open the Department of Revenue's Sales Tax Rate Finder through the agency's website at revenue.nebraska.gov.
- Enter the physical address where the sale occurs, not your business mailing address.
- Record the rate and district the finder returns, and save a copy or screenshot for your records.
- If the result is unclear, or the sale involves an excluded item, ask the Department of Revenue in writing before you collect tax.
Registration Basics for Retailers
Nebraska has no general state business license and no county business license. Registration depends on what your business does:
- Sales and use tax permit: Needed if you make retail sales, rent or lease tangible personal property, or provide taxable services. Register through the Department of Revenue's online registration page.
- Income tax withholding: Needed if you have employees. It is also handled through the Department of Revenue.
- Entity filing: An LLC forms by filing a Certificate of Organization with the Nebraska Secretary of State, which charges a $100 filing fee. New LLCs and corporations must publish a notice in a legal newspaper for three successive weeks and file proof of publication with the Secretary of State. Every LLC must also keep a registered agent in Nebraska. The LLC biennial report is due in odd-numbered years, between January 1 and April 1, and costs $25 when filed electronically.
- Trade name: If you operate under a name other than your legal name, register it with the Secretary of State. A trade name registration lasts 10 years. The online fee is $100, and a separate newspaper publication is required.
Beyond state registration, check city occupation taxes and city and county zoning rules before you open. Occupational licensing depends on your trade. The State Electrical Division licenses electricians, the city or village nearest the job licenses plumbers, and DHHS licenses health professions and child care.
Frequently Asked Questions
Does the 2.75% rate apply to my entire business in Omaha?
No. The reduced rate applies only to qualifying sales that physically occur inside GLD 801, made by a retailer that elected to be a Good Life District retailer. Excluded property is not eligible even inside the district. Sales made outside the district are taxed at the regular state rate.
Did Gretna, Grand Island or Bellevue ever have a lower state rate?
Yes, but only through September 30, 2025. Before October 1, 2025, the state rate was 2.75% inside a district and inside city limits. Sales in those areas now carry the full 5.5% state rate.
Could the Avenue One rate change?
The rate in effect on October 26, 2026 is 2.75% for electing retailers at Avenue One. Rules in this area have changed recently, so check the Department of Revenue before you rely on the rate for a future filing period.
